Permanent Improvement Items 5 year Forecast:
$3,425,000

All buildings underwent additions and/or renovations back in 2001. With original build dates as far back as 1928, vital systems are aging out and losing efficiency all at the same time . Nordonia Schools is one of very few Ohio Public School Districts to operate without a Permanent Improvement Levy, and hasn’t had one for several years. All building and property repairs and maintenance expenses come from the General Fund. As the Treasurer outlined, this is the same fund that pays all District expenses,investments, etc. The district participates in consortiums and bid programs to ensure major repairs are done by industry professionals in most cost-effective manner possible. All basic maintenance and upkeep is done in-house by Nordonia maintenance employees.

BOILERS

  • Industry average lifespan of boilers is 15-20 years, depending on variety of factors.
  • Current boilers are not energy efficient.
  • Models not in production anymore are costly to get parts for, if able to at all.
  • Location of some are a problem, especially at NHS as they are spaced throughout the building. This limits opportunity to pair old boilers with new ones to increase efficiency and possibly lifespan

JAVA APPLICATION CONTROL ENGINE (JACE)

  • Interfaces with complete HVAC system to set zone operation schedules and increase efficiencies.
  • No JACE = No Heat / No A/C

5 YEAR FORECAST FOR JACE = $40,000

HEATING, VENTILATION & AIR CONDITIONING (HVAC)

  • Majority of HVAC system components are over 15 years old.
  • A/C and updates in 2001 have led to inefficiencies in all buildings, and aging technology (JACE’s, wiring, etc) must be replaced in order to maintain software compatibility ($40,000 this year at NHS & RW).
  • Costly ‘band-aids’ are running out. Not able to do adequate preventative maintenance due to condition of equipment.
  • Middle School & Northfield/Central Office: most inefficient buildings due to multi-level layout, with staggered additions. Will require major HVAC overhauls in next 5 years.
  • 5 YEAR FORECAST FOR HVAC = $475,000

ROOFING

  • NHCSD is part of 5 year roof restoration program with Garland Roofing
  • Infrared technology used to determine highest-needs sections.
  • Worst sections repaired first.
  • Nordonia High School is next on schedule, needing approx. $1,200,000 in repairs over the next 5 years.
  • Projections are for High School only. They do not include unforeseen issues at other buildings.
  • 5 YEAR FORECAST FOR ROOFING = $1,300,000

ASPHALT AND CONCRETE REPAIR

  • Spread annual driveway/parking lot budget across all 6 building properties.
  • Worst areas at each building get done each summer.
  • Budget also accounts for playground work, basketball courts, etc.
  • South side exit drive of Nordonia High School needs to be grinded down and completely to address drainage issues at price tag of $50,000

5 YEAR FORECAST FOR ASPHALT AND CONCRETE REPAIR = $400,000

GYM FLOORS

  • Most were new or resurfaced in 2001 renovations.
  • Moisture/vapor barrier between concrete and floor surface wasn’t industry-recognized standard at that time.
  • Excessive bubbling, peeling across our gyms.
  • Safety hazard, and not able to continue to be patched or repaired .

5 YEAR FORECAST FOR GYM FLOORS = $250,000

OTHER FACILITY IMPROVEMENTS

District-Wide Security Systems

  • Current system of I.D. badges and fobs will need upgrade at cost of $40,000 to maintain compatibility with advanced software and support systems. Cost to upgrade security cameras and hard drives across all buildings at cost of $225,000. Also invest in additional security measures being explored by the District Administrative Team.

NHS Auditorium

  • Audio Equipment: FCC recently auctioned off half of the bandwidth we use at NHS and athletic facilities. $75,000.
  • Stage: in need of replacement. Has been resurfaced maximum number of times. $60,000.
  • Curtains, lighting, acoustics: outdated and not functional for modern programming. $40,000.
